GENERAL 

Item 1 

The General Terms and Conditions for Using the Mobile Parking Application of the Public Utility Company "Parking Service" Belgrade (hereinafter referred to as the mobile application) prescribe the conditions for acquiring the status of a User of the application, which contains the following subsystems:

  1. Subsystem for paying for parking services in public parking lots in the zoned area and public parking lots outside the zoned area -Subsystem 1;
  2. Subsystem for paying for parking services in garages, multi-storey parking lots (VEPP) and special parking lots with controlled vehicle entry/exit, where automation systems for charging parking services are installed -Subsystem 2;
  3. Subsystem for paying for parking services based on an issued electronic order for paying for an electronic daily parking ticket - eDPK -Subsystem 3;
  4. Subsystem for guiding users of parking services to free parking spaces in a zoned area, where parking sensors are installed, as well as in garages, multi-storey car parks and special parking lots with controlled vehicle entry/exit (service outside the payment system) –Subsystem 4;

These General Terms and Conditions apply to the following paid parking lots:

  • General paid parking lots in a zoned area with a time limit;
  • General paid parking lots outside the zoned area without a time limit;
  • Garages, multi-storey car parks (multi-storey car parks) and special parking lots with controlled vehicle entry/exit.

 

Notifications in the mobile application:

The mobile application allows users to receive notifications for all vehicles whose license plates are recorded in the application:

  • about the expiration of parking,
  • about issued electronic daily parking tickets and
  • about the locations to which the "spider" has transferred the vehicle ("where is my car").

Item 2

Terms and conditions for use of parking services within the Subsystems referred to Item 1, par. 1) are prescribed by the Decision on Public Car Parks on the territory of the city of Belgrade and by the Resolution on Public Car Parks, which are binding for the App User.

The App User may utilise any other method to purchase a parking ticket and pay for the services, as prescribed by the Decision on Public Car Parks.

Item 3

Access and use of Mobile App for Parking Services Payment is defined by the User Guide.

General Terms and Conditions and User Guide are available to the general public at the website: www.parking-servis.co.rs and at the Company's Customer Service, at the following locations: 51st Mileševska Str., 31st Takovska Str. and 134th Milutina Milankovića Boulevard 

All necessary information on how to become an App User and on utilisation of Mobile App for Parking Service Payments may be obtained from the Customer Service, Tel: 11-0-11, and via e-mail: info@parking-servis.co.rs, on business days from 7 a.m. to 9

p.m. and on Saturday from 7 a.m. to 2 p.m.

Item 4

Mobile App Users may be individuals and legal entities.

Item 5

The parking lot user can pay for the services of using public parking lots subject to payment in the zoned and outside the zoned area via SMS or by purchasing an electronic parking ticket; issue an electronic order for payment of eDPK in the zoned area, outside the zoned area, by paying at the Company's Customer Service counters, through banks or the Post Office, and services in garages, multi-storey parking lots (VEPP) and special parking lots with controlled vehicle entry/exit, where automation systems for charging parking services are installed, by paying in cash at the cash registers in toll booths or toll stations, as well as via a Prepaid Parking Card.

In addition to the payment methods specified in paragraph 1 of this point, the mobile application allows the Application User an alternative method of paying for the aforementioned services, in the manner prescribed by these General Terms and Conditions.

The mobile application also enables more functional use of the free parking space system in a zoned area where parking sensors are installed, as well as in garages, VEPP and special parking lots, by guiding the User to free parking spaces in the zoned area, or to the desired facility - location, based on his query - a service outside the payment system that is available to the User via Subsystem 4.

Item 6

The method in which this app may be used is prescribed in detail by the User Manual, and the basic information regarding its use is the following:

  • The App User must register by entering the requested data (username and password);
  • The App User must enter a license plate number of a single or multiple vehicles;
  • The App User then selects one of 4 available Subsystems, depending on the type of service

By selecting Subsystem 1, 2 or 3, the App User also selects the method of payment for the services:

  • Deposit - Subsystem 1, 2 and 3;
  • Payment card (Dina card, Master card, Maestro, American Express, Visa, and Visa Electron) - Subsystem 1, 2 and 3;
  • SMS – only for payment of parking services in advance - Subsystem  

Payment from the Deposit for parking services is carried out as follows:

  • It is paid exclusively and directly in the application, where the User enters the payment card number and the defined value of the deposit that the User chooses through the application, after which the Deposit becomes a means of payment;
  • Through the application, the specified data is sent to the bank, which approves or rejects the monetary transaction and informs the User about it through the application;
  • Data on payment cards through the application is available exclusively to the bank. The recording of all payments made in the name of the deposit is monitored through the mobile application and through the existing information system of the Company;
  • Financial resources from deposit payments are transferred to the dedicated account of PUK "Parking Servis" opened at the bank;
  • The User's reporting on the consumption of funds from the Deposit is done through the mobile application;
  • The user through the mobile application, and after each completed transaction, receives information about the consumption of funds from the Deposit for all paid services of the Company (consumption history).

USE OF MOBILE APP FOR PARKING SERVICE PAYMENTS IN SUBSYSTEM 1

Item 7

The mobile application in Subsystem 1 allows the Application User to choose:

  • Payment for the use of public parking lots under payment in a zoned area with a time limit, by purchasing an electronic hourly or electronic half-hour parking ticket, for a predetermined time of use of the parking lot up to the prescribed maximum permitted time of stay in the public parking lot in the zone (limited and extended parking time);
  • Payment for the use of public parking lots under payment outside the zoned area without a time limit, by purchasing an electronic hourly or electronic multi-hour parking ticket (in those parking lots where payment for the parking service is provided via an electronic multi-hour parking ticket), for a predetermined time of use of the parking lot. 

By choosing to use the application in Subsystem 1, the User selects the appropriate option: zone (Zone A - purple, Zone 1 - red, Zone B - white, Zone 2 - Yellow; Zone 3 - Green), non-zoned area, as well as the method of payment for the service (deposit, payment card, classic SMS message). The application will enable the Parking User who has started using the parking service (by parking the vehicle in a parking space), to pay for parking in a given time period, which the User determines in advance, based on the Company's valid price list.

 Payment for parking services in public parking lots under payment in a zoned area with a time limit

 The time of use of public parking lots in a zoned area includes limited parking time and extended parking time under special conditions in terms of price and established parking time.

 By purchasing an electronic parking ticket through this application in Subsystem 1, the hour and minute of purchase are recorded, and from that moment on, all transactions of the Application User, within the same parking lot, can last no longer than until the expiration of the limited (extended) parking time, as follows: in ZONE A - PURPLE - maximum 30 minutes (limited parking time); ZONE 1 - RED - 60 minutes (limited parking time) + 30 minutes (extended parking time) - maximum 90 minutes; ZONE B - WHITE - 120 minutes (limited parking time) + 60 minutes (extended parking time) - maximum 180 minutes; ZONE 2 - YELLOW - 120 minutes (limited parking time) + 60 minutes (extended parking time) - maximum 180 minutes; ZONE 3 – GREEN - 180 minutes (limited parking time) + 60 minutes (extended parking time) – maximum 240 minutes.

 A user who has paid for the parking service in advance electronically, after the expiration of the time for which the parking service was paid, via the application, as a rule, receives notifications about the expiration of that time, with the possibility of paying for the parking service until the expiration of the maximum allowed parking time from the previous paragraph. The user receives a notification about the expiration of the time for which the parking service was paid via the application exclusively if he is connected to the internet and if there are technical possibilities for this. If the user does not receive a notification about the expiration of the time for which the parking service was paid, this does not relieve him of the obligation to pay for the service, following the Decision on Public Parking Lots.

 A parking lot user who has paid for the parking service in advance electronically, after the expiration of the limited (extended) parking time in the zoned area, uses the parking service under the conditions applicable to daily parking and is issued an electronic order for payment of the eDPK in accordance with the Decision on Public Parking Lots.

Payment for the use of public paid parking spaces outside the zoned area

 A user who has paid for the parking service in advance electronically, after the expiration of the time for which the parking service was paid, receives notifications via the application about the expiration of that time, with the possibility of paying for the parking service until the expiration of the parking lot's working hours (parking payment time). The user receives a notification about the expiration of the time for which the parking service was paid via the application exclusively if he is connected to the internet and if there are technical possibilities for this. If the user does not receive a notification about the expiration of the time for which the parking service was paid, this does not relieve him of the obligation to pay for the service following the Decision on Public Parking Lots.

 A parking lot user who has paid for the parking service in advance electronically, after the expiration of the time for which the service was paid, uses the parking service under the conditions applicable to daily parking and is issued an electronic order for payment of the eDPK in accordance with the Decision on Public Parking Lots.

Item 8

By selecting the use of the App in Subsystem 2, in garages, multi-storey parking spaces (MSCP) and special parking lots with controlled entry/exit of vehicles, where automation systems for charging for parking services are installed, when leaving the facility, the User will pay for parking by entering data from the parking ticket (unique card number) or by taking a photo via parking ticket mobile application that exits the system."

By choosing a payment method (from Deposit or by payment card), the User pays for parking through the application and receives feedback on a successful transaction.

After paying for the parking service, the user is obliged to act in accordance with the rules applicable in garages, multi-storey parking spaces (MSCP) and special parking lots with controlled entry/exit of vehicles.

Item 9

By selecting the use of the App in Subsystem 3, the User may pay the parking service for the vehicle with specific license plates upon issuing an electronic order for payment of eDPT as follows:

  • From the Deposit
  • By Payment card

Item 10

By selecting the use of the App in Subsystem 4 (reference to free parking spaces), the User receives information about a free parking space in the zoned area, where parking sensors are installed (available on the Company's website), i.e. information about the location of the desired facility (garages, MSCP and special parking lots with controlled entry/exit of vehicles ), where there are currently free parking spaces.

Guidance to free parking spaces is done by selecting the appropriate address by the User within the application. After that, using the navigation implemented in the mobile application itself, the User will be able to be guided to the first free parking space.

DEPOSIT PURCHASE METHOD AND CARD PAYMENTS

Item 11

Deposit purchase method

After accessing the mobile application and registering, the User can pay the Deposit (via payment cards) through the application, by entering the number of his payment card and choosing the defined value of the Deposit the user wants to pay in the amount of: 200 dinars, 500 dinars, 1,000 dinars, 2,000 dinars or 5,000 dinars. The cost of the fee for the payment of the Deposit shall be borne by the Company.

Deposit payment is possible only in dinars.

The deposit can be paid by a natural or legal person.

If the deposit payment is made via payment cards through the mobile application, the following payment cards can be used: DINA CARD, MASTER CARD, MAESTRO, AMERICAN EXPRESS, VISA and VISA ELECTRON, from domestic and foreign banks.

After choosing the value of the Deposit, the User enters the required data into the mobile application, i.e. enters the number of his payment card, after which these data are transferred to the Company's commercial bank.

After each completed payment transaction, the User receives information about the success of the transaction. If the transaction is successful, the balance of the User of the mobile application will be increased by the amount of the Deposit paid.

The Company, in the case of a request submitted via the mobile application, by the User who is a legal entity, will issue an invoice for the total value of the Deposit paid.

Replenishment of the Deposit can be done in the same way as the first payment of the Deposit. The user can use the paid deposited funds for all services offered in the application, for which he meets the conditions, at all paid parking lots.

For the payment of the Deposit via payment cards through the mobile application, the other conditions for payment via payment cards, prescribed in point 12 of these General Terms and Conditions, apply accordingly.

Item 12

Card Payments

Payment for services via payment cards via the Mobile app enables the User Deposit purchase referred to in item 11, as well as payment of other services from Subsystems 1, 2 and 3.

This method of payment is available to all app users who have either DINA CARD, MASTER CARD, MAESTRO, AMERICAN EXPRESS, VISA or VISA ELECTRON

payment cards issued by their bank for online payments.

On the bank's website, the User enters data from the payment card and makes the payment. After each payment transaction, the User receives information on the success of the transaction.

For all transactions that are made via payment cards, the provision costs are covered by the Company, except for provision costs during transactions that are less than 200 RSD.

For security reasons, the User's payment card data are visible only to the commercial bank of the Company, as a card processor. The bank's website is protected and secure for this method of payment.

When entering payment card data, confidential information is transferred via public network in a protected (encrypted) form by using SSL protocol and PKI system as state-of-the-art encryption technologies. The security of data during payment is guaranteed by the payment card processor, and commercial bank of the Company, so the complete billing process is performed on the bank's website.

Data about the User's payment card are not available to the Company, therefore, the Company is not the Operator of data under the Law on Personal Data Protection - it does not process (collect or store) data, by the Mobile App for parking service payments or any other way.

In the event of a possible refund to the User (who previously has made payments by payment cards), in part or in full, regardless of the reason for refund, the Company is obliged to refund exclusively through DINA CARD, MASTER CARD, MAESTRO, AMERICAN EXPRESS, VISA and VISA ELECTRON payment method, which means that the bank will, at the request of the Company, make the refund to the User’s account from which the payment was made.

The company's operations comply with the requirements of the PCI DSS PAYMENT CARD INDUSTRY DATA SECURITY STANDARDS.

FINAL PROVISIONS

General terms and conditions are provided by the Law on Consumer Protection whereby the Company has performed its obligation of informing the Users before the contract is concluded.

If the App User believes that the Company fails to comply with the General Terms and Conditions, the App User is entitled to submit its complaint to the Company's Customer Services, Tel: 11-0-11. via an email to the following address: info@parking- servis.co.rs or at the counters at 31st Takovska Str., 51st Mileševska Str. and 134th Milutina Milankovića Boulevard on business days from 7 a.m. to 9 p.m. and on Saturday from 7 a.m. to 2 p.m.

The general terms and conditions apply on the date of adoption.

The Company reserves the right to amend these General Terms and Conditions in accordance with its business policy, or changes in legal regulations, and to notify the User of this in a timely manner and in the usual manner.

In the event of a dispute arising from the application of the General Terms and Conditions, the Company will do everything possible to reach an amicable solution to the dispute, as well as to resolve the dispute in the spirit of good business practices, and otherwise, the actual and local jurisdiction of the court in Belgrade is agreed upon, with which the User of the mobile application has agreed.
