General Terms and Conditions for the Use of the Parking Mobile Application of PUC “Parking Servis” Belgrade
The consolidated text of the General Terms and Conditions for the Use of the Parking Mobile Application of PUC “Parking Servis” Belgrade comprises the original text of the General Terms and Conditions for the Use of the Mobile Application No. 2395/1 dated March 29, 2022, established by the Director’s Decision No. 2395 dated March 29, 2022, together with the Decisions on Amendments and Supplements to the General Terms and Conditions for the Use of the Mobile Application: No. 4101 dated May 26, 2022, No. 1856 dated March 13, 2023, No. 7634 dated November 8, 2024, No. 4966 dated July 30, 2025, No. 6370 dated October 9, 2025, and No. 2445 dated April 29, 2026, and reads as follows:
GENERAL PROVISIONS
Section 1
The General Terms and Conditions for the Use of the Parking Mobile Application of PUC “Parking Servis” Belgrade (hereinafter: the Mobile Application) prescribe the conditions for acquiring the status of an Application User of the application containing the following subsystems:
- Subsystem for payment of parking services at public parking areas within zoned parking areas and public parking areas outside zoned parking areas – Subsystem 1;
- Subsystem for payment of parking services in garages, multi-storey parking facilities (MSPF), and special parking areas with controlled vehicle entry/exit where automated parking payment systems are installed – Subsystem 2;
- Subsystem for payment of parking services pursuant to an issued electronic order for payment of an electronic daily parking ticket – eDPT – Subsystem 3;
- Subsystem for guiding Users of parking services to available parking spaces within zoned parking areas where parking sensors are installed, as well as in garages, MSPFs, and special parking areas with controlled vehicle entry/exit (service outside the payment system) – Subsystem 4.
These General Terms and Conditions apply to the following paid parking facilities:
- Public parking areas within zoned parking areas with time limitations;
- Public parking areas outside zoned parking areas without time limitations;
- Garages, multi-storey parking facilities (MSPF), and special parking areas with controlled vehicle entry/exit.
Notifications within the Mobile Application
The Mobile Application enables users, for all vehicles whose license plate numbers are registered within the application, to receive notifications regarding:
- parking expiration,
- issued electronic daily parking tickets, and
- locations to which a vehicle has been relocated by the towing service (“Where Is My Car”).
Section 2
The conditions for using parking services within the subsystem referred to in Section 1, item 1), are prescribed by the Decision on Public Parking Areas in the Territory of the City of Belgrade and the Resolution on Public Parking Areas, both of which are fully binding upon the Application User.
The User of the Mobile Application may also use other methods of purchasing parking tickets and paying for services as prescribed by the Decision on Public Parking Areas.
Section 3
The method of accessing and using the Mobile Application is defined by the User Manual.
The General Terms and Conditions and the User Manual are publicly available on the website of PUC Parking Servis Belgrade and at the Company’s Customer Service offices located at 51 Mileševska Street, 31 Takovska Street, and 134g Milutina Milankovića Street.
All necessary information regarding acquiring the status of an Application User and the manner of using the Mobile Application may be obtained by calling the City of Belgrade Service Center at 11011, on the website of PUC Parking Servis Belgrade, as well as directly at the Company’s Customer Service counters at the following locations: 51 Mileševska Street, 31 Takovska Street, and 134g Milutina Milankovića Street, Belgrade, on every working day from 07:00 a.m. to 09:00 p.m., and on Saturdays from 07:00 a.m. to 02:00 p.m.
Section 4
Users of the Mobile Application may be natural and legal persons.
USE OF THE MOBILE APPLICATION
Section 5
Services for the use of public parking areas subject to payment within and outside zoned parking areas may be paid by the parking user via SMS message or by purchasing an electronic parking ticket; issued electronic order for payment of an eDPT within zoned areas and outside zoned areas may be paid at the Customer Service counters of the Company, via banks or the Post Office, while services in garages, multi-storey parking facilities (MSPF), and special parking areas with controlled vehicle entry/exit, where automated parking payment systems are installed, may be paid in cash at payment booths or payment stations, as well as via a prepaid parking card.
In addition to the payment methods referred to in paragraph 1 of this Section, the Mobile Application enables the Application User to use an alternative method of payment for the aforementioned services, in the manner prescribed by these General Terms and Conditions.
The Mobile Application also enables more efficient use of the system of available parking spaces in zoned areas where parking sensors are installed, as well as in garages, MSPFs, and special parking areas, by guiding the User—based on data on available parking spaces—to free parking spots in zoned areas, or to a desired facility/location based on the User’s request—this is a service outside the payment system available to users via Subsystem 4.
Section 6
6.1
The User may log in to the Mobile Application in three ways:
- by creating a user account;
- by using the Google sign-in service; and
- by using the Apple sign-in service.
6.2 User account creation
Using the Mobile Application by creating a user account is governed in detail by the User Manual, with the basic usage data as follows:
- The User registers by entering the required data (username and password);
- The User enters the license plate number(s) of one or more vehicles.
6.3 Google sign-in
The Mobile Application enables the User to log in using an existing Google account.
This procedure is carried out via the OAuth 2.0 protocol, which enables secure authentication without disclosing the Google password.
Google sign-in procedure:
- When logging in via Google sign-in, the User is redirected to the Google login page.
- Google requests permission to transmit certain data from the User’s Google account to the Company’s Mobile Application—typically the following:
- Name and surname,
- Email address,
- Google account identifier (account ID),
- (optional) link to the User’s Google profile picture.
- After the User grants permission, Google sends a security token and the specified data to the Company’s Mobile Application, based on which a new or existing user account is automatically created or activated.
- The Company does not store:
- The User’s Google password (it is never recorded or processed by the Company’s servers);
- The User’s full Google activity history.
- The Company does not have access to other Google services of the User (e.g., emails, Google Drive files, search history), unless explicitly authorized by the User through specific Google scopes.
User rights:
The User may revoke the connection between their Google account and the Company’s Mobile Application at any time via Google account settings (https://myaccount.google.com/permissions). After revocation, Google sign-in will no longer function, and the User may log in using another method (if available) or create a new account.
6.4 Apple sign-in
The Mobile Application enables the User to log in using their Apple ID account.
This procedure uses Apple’s Authentication Services framework and the OAuth 2.0 protocol, ensuring that the Apple ID password is never accessible to the Company’s Mobile Application.
Apple sign-in procedure:
- The system displays Apple’s sign-in dialog within the application (or redirects the User to the Apple sign-in page);
- Apple requests the User to confirm their identity (Face ID, Touch ID, or device password);
- After authentication, Apple displays the data that will be shared with the Company’s Mobile Application, typically:
- A unique Apple ID identifier (“user identifier”) which is stable for the Company’s application but anonymized so that it does not reveal the actual email address unless the User allows it;
- Name and surname (if shared by the User);
- Email address, where Apple provides two options:
- sharing the real email address, or
- using a private relay email address generated by Apple that forwards messages to the real address. The User chooses the option.
- The Company does not store:
- The Apple ID password, nor any biometric data (fingerprint, facial scan)—authentication remains exclusively between the User and Apple’s system/device.
- The Company does not have access to other Apple services (iCloud files, messages, calendar), unless explicitly authorized by the User through separate permissions.
User rights:
The User may revoke the connection between their Apple ID and the Mobile Application at any time via device settings or Apple ID account settings: Settings → [name] → Password & Security → Apps Using Apple ID. The User selects the Company’s application and chooses “Stop Using Apple ID.” After revocation, Apple sign-in will no longer work; if no alternative login method exists, the User may lose access to their account (unless another method was previously set up).
6.5 Selection of subsystems and payment methods
The User selects one of the four available Subsystems depending on the type of service they wish to use.
By selecting Subsystems 1, 2, or 3, the User also chooses the payment method:
- From Deposit (Subsystems 1, 2, and 3);
- By payment card (DinaCard, Mastercard, Maestro, American Express, Visa, Visa Electron) – Subsystems 1, 2, and 3;
- By standard SMS message – exclusively for prepaid parking service – Subsystem 1.
Deposit payment process:
- Deposit is paid exclusively directly within the application, where the User enters card details and selects the deposit amount;
- The data is transmitted to the bank, which approves or declines the transaction and notifies the User via the application;
- The Company does not store card data—only the bank has access to payment card details;
- All deposit transactions are recorded both in the Mobile Application and in the Company’s existing information system;
- Funds from deposits are transferred to a dedicated account of PUC “Parking Servis” held at the bank;
- The User is informed about deposit spending via the Mobile Application;
- After each transaction, the User receives information on the use of deposit funds for all paid Company services (transaction history).
USE OF THE MOBILE APPLICATION IN SUBSYSTEM 1
Section 7
The Mobile Application in Subsystem 1 enables the Application User to choose between:
- Payment for the use of public parking areas subject to payment within zoned areas with time limitations, by purchasing an electronic hourly or electronic half-hour parking ticket, for a predefined period of parking use up to the maximum permitted parking duration in a public zoned parking area (limited and extended parking time);
- Payment for the use of public parking areas subject to payment outside zoned areas without time limitations, by purchasing an electronic hourly or electronic multi-hour parking ticket (in those parking areas where payment via electronic multi-hour parking tickets is available), for a predefined parking period.
By selecting the use of the application in Subsystem 1, the User chooses the appropriate option: zone (Zone A – purple, Zone 1 – red, Zone B – white, Zone 2 – yellow, Zone 3 – green), non-zoned area, as well as the payment method (deposit, payment card, or standard SMS message). The Application enables the parking User who has started using the parking service (by parking the vehicle in a parking space) to pay for parking within a predefined period, selected in advance by the User, in accordance with the Company’s valid price list.
Payment for parking in zoned public parking areas with time limitations
The duration of parking in zoned areas includes limited parking time and extended parking time under special pricing and time conditions.
By purchasing an electronic parking ticket through this application in Subsystem 1, the hour and minute of purchase are recorded, and from that moment all User transactions within the same parking area may last up to the expiration of the limited (extended) parking time, as follows:
- ZONE A – PURPLE: maximum 30 minutes (limited parking time);
- ZONE 1 – RED: 60 minutes (limited parking time) + 30 minutes (extended parking time) – maximum 90 minutes;
- ZONE B – WHITE: 120 minutes (limited parking time) + 60 minutes (extended parking time) – maximum 180 minutes;
- ZONE 2 – YELLOW: 120 minutes (limited parking time) + 60 minutes (extended parking time) – maximum 180 minutes;
- ZONE 3 – GREEN: 180 minutes (limited parking time) + 60 minutes (extended parking time) – maximum 240 minutes.
A User who has prepaid for parking electronically, after the expiration of the paid parking period, generally receives notifications via the application about the expiration of that period, with the possibility to pay for parking until the maximum allowed parking time referred to above. The expiration notification is received only if the User is connected to the internet and if technical conditions allow it. If the User does not receive such notification, this does not exempt them from the obligation to pay for parking in accordance with the Decision on Public Parking Areas.
A User who has prepaid parking electronically, after the expiration of the limited (extended) parking time in a zoned area, continues using the parking service under conditions applicable to daily parking, and an electronic order for payment of an eDPT is issued in accordance with the Decision on Public Parking Areas.
Payment for parking in non-zoned public parking areas
A User who has prepaid parking electronically, after the expiration of the paid parking period, receives notifications via the application about the expiration of that period, with the possibility to pay for parking until the end of the parking facility’s operating hours (parking charging time). The expiration notification is received only if the User is connected to the internet and if technical conditions allow it. If the User does not receive such notification, this does not exempt them from the obligation to pay in accordance with the Decision on Public Parking Areas.
A User who has prepaid parking electronically, after the expiration of the paid period, continues using the parking service under conditions applicable to daily parking, and an electronic order for payment of an eDPT is issued in accordance with the Decision on Public Parking Areas.
USE OF THE MOBILE APPLICATION IN SUBSYSTEM 2
Section 8
By selecting the application in Subsystem 2, in garages, multi-storey parking facilities (MSPF), and special parking areas with controlled vehicle entry/exit where automated parking payment systems are installed, the User, upon leaving the facility, pays for parking by entering the data from the parking ticket (unique ticket number) or by photographing the parking ticket issued by the system via the Mobile Application. The “Parking Servis” application uses the camera solely for text recognition and barcode reading. Image data is processed locally on the device and is neither transmitted nor stored on the Company’s servers.
By selecting the payment method (from Deposit or by payment card), the User pays for parking through the application and receives feedback on a successful transaction.
After the parking service has been paid, the User is obliged to act in accordance with the rules applicable in garages, multi-storey parking facilities (MSPF), and special parking areas with controlled vehicle entry/exit.
USE OF THE MOBILE APPLICATION IN SUBSYSTEM 3
Section 9
By selecting the application in Subsystem 3, the User may, for a vehicle with a specific license plate number, pay for parking services based on an issued electronic order for payment of an eDPT, either:
- from the Deposit, or
- via payment card.
USE OF THE MOBILE APPLICATION IN SUBSYSTEM 4
Section 10
By selecting the application in Subsystem 4 (guidance to available parking spaces), the User receives information about available parking spaces in zoned areas where parking sensors are installed (available on the Company’s website), as well as data on the location of the desired facility (garages, MSPFs, and special parking areas with controlled vehicle entry/exit) where parking spaces are currently available.
Guidance to available parking spaces is performed by selecting the appropriate address within the application by the User. After that, using the navigation system integrated into the Mobile Application, the User is guided to the first available parking space.
Use of the application in Subsystem 4 is outside the payment system.
DEPOSIT PAYMENT AND CARD PAYMENTS
Section 11 – Deposit payment method
Upon accessing the Mobile Application and registering, the User may make a Deposit payment via the application (using payment cards), by entering their card number and selecting a predefined Deposit amount of: 200 RSD, 500 RSD, 1,000 RSD, 2,000 RSD, or 5,000 RSD. Transaction fees for Deposit payments are borne by the Company.
Deposit payments are possible exclusively in Serbian dinars.
The Deposit may be paid by a natural or legal person.
If the Deposit is paid via payment cards through the Mobile Application, the following cards may be used: DINA CARD, MASTERCARD, MAESTRO, AMERICAN EXPRESS, VISA, and VISA ELECTRON, issued by domestic or foreign banks.
After selecting the Deposit amount, the User enters the required data in the Mobile Application, including their payment card number, after which the data is transmitted to the Company’s commercial bank.
After each completed transaction, the User receives information on whether the transaction was successful. If successful, the User’s Mobile Application balance is increased by the deposited amount.
Upon request submitted via the Mobile Application by a legal entity, the Company shall issue an invoice for the total deposited amount.
Deposit top-ups may be performed in the same manner as the initial Deposit payment. Deposited funds may be used for all services offered within the application for which the User meets the requirements, at all paid parking facilities.
The provisions of Section 12 of these General Terms and Conditions shall apply accordingly to Deposit payments made via payment cards through the Mobile Application.
Section 12 – Payment via payment cards
Payment of services via payment cards through the Mobile Application enables the User to pay the Deposit referred to in Section 11, as well as other services from Subsystems 1, 2, and 3.
The payment method via the Mobile Application may be selected by a User holding a DINA CARD, MASTERCARD, MAESTRO, AMERICAN EXPRESS, VISA, or VISA ELECTRON card approved by the issuing bank for online payments.
On the bank’s website, the User enters payment card details and completes the payment. After each transaction, the User receives confirmation of transaction success.
For all transactions made via payment cards, transaction fees are borne by the Company, except for a fee (10.00 RSD) for transactions below 200.00 RSD.
For security reasons, the User’s payment card data is visible only to the Company’s commercial bank as the card processor. The bank’s website is protected and secure for this type of payment.
During card data entry, confidential information is transmitted over a public network in protected (encrypted) form using SSL protocol and PKI systems, as the most advanced cryptographic technologies currently available. Payment security is guaranteed by the payment card processor, the Company’s commercial bank, and the entire payment process is carried out on the bank’s pages.
The User’s payment card data is not accessible to the Company; therefore, the Company is not a controller of such data within the meaning of the Personal Data Protection Law—it does not process (collect or store) such data, either through the Mobile Application or in any other way.
In the event of a refund, in whole or in part, to a User who previously made a payment via payment card, regardless of the reason, the Company shall process the refund exclusively through DINA CARD, MASTERCARD, MAESTRO, AMERICAN EXPRESS, VISA, and VISA ELECTRON payment methods, meaning that the bank shall, upon the Company’s request, return the funds to the card account from which the payment was made.
The Company operates in compliance with PCI DSS (Payment Card Industry Data Security Standards) requirements.
Section 13 – Geolocation data
When using the Mobile Application as described in Sections 7 and 10 of these General Terms and Conditions, PUC “Parking Servis” Belgrade does not store data relating to the User’s location, nor does it have information about the User’s current location.
The “Locator” section provides information on the number and location of currently available capacities in garages, parking facilities, and on-street parking spaces covered by sensors, as well as locations of facilities where relocated vehicles are stored. If the User has allowed the application to use the phone’s geolocation services, their current device location will also be displayed on the map. After selecting a desired facility, the application will offer navigation to that location via an integrated Google map.
Geolocation data is used to determine the User’s position within the zoned parking system in order to automatically recommend the parking zone for payment of services. Geolocation data is not mandatory and the User may disable it at any time via device settings or by refusing location permissions during or after installation.
Geolocation data is not used when the application is not active.
FINAL PROVISIONS
These General Terms and Conditions are adopted in accordance with the provisions of the Consumer Protection Law, whereby the Company has fulfilled its legal obligation to provide pre-contractual information to service Users.
If the User believes that the Company does not comply with these General Terms and Conditions, they have the right to submit a complaint by calling the City of Belgrade Service Center at 11011, via the “e-Counter” on the Company’s website at PUC Parking Servis Belgrade e-Counter (online submission of requests, complaints, and similar), as well as directly at the Company’s Customer Service counters at Mileševska 51, Takovska 31, and Milutina Milankovića 134g, Belgrade, during working hours: Monday–Friday from 07:00 to 21:00, and Saturday from 07:00 to 14:00.
These General Terms and Conditions apply from the date of adoption.
The Company reserves the right, in accordance with its business policy or changes in legal regulations, to amend these General Terms and Conditions, of which Users shall be duly and timely informed in the usual manner.
In the event of a dispute arising from the application of these General Terms and Conditions, the Company shall endeavor to reach an amicable settlement in accordance with good business practice. Otherwise, jurisdiction of the competent court in Belgrade shall be agreed, to which the User of the Mobile Application expressly consents.
